The fact that you ping and get the address back does not appear to be DNS failing. Different apps like Outlook and Ping don't all use the same ports to access internet resources, so it could be some ports are blocked, but I don't remember that presenting with a No Internet icon and status. Is Outlook connecting or not - it sounds like it isn't. I have to agree that's strange and haven't seen it before.
